The Yeltsin team is said also to be mulling over various new legislative proposals, a move which the journalist Anna Ostapchuk attributes to a desire to make Yeltsin’s candidacy more attractive to wavering voters. One variant would involve a referendum on restricting the president’s wide powers, such as mandating pre-term presidential elections should the president seek twice to dissolve parliament during his five-year term in office.
