ZHIRINOVSKY CALLS FOR "NEGOTIATIONS"…

Nezavisimaya gazeta published April 10 an abridged text of a fax issued over Vladimir Zhirinovsky’s signature by the Liberal Democratic Party. In the fax, Zhirinovsky says Yeltsin’s reelection chances are low since local leaders are, almost to a man, supporting the presidential campaign of Gennady Zyuganov. He predicts that there will be massive vote-rigging in the provinces and that, as a result, Zyuganov will be declared to have won 70 percent of the vote in all regions with the sole exception of Moscow, "the Muslim regions" and, perhaps, Sverdlovsk and Nizhny Novgorod oblasts. Zhirinovsky concludes, "The only way out is through negotiations. All those who sincerely do not want votes to be rigged must reach agreement so as to rule out any such breaches during the election."
