ELCHIBEY RETURNS TO BAKU.

Azerbaijan’s first president, Abulfaz Elchibey, returned yesterday to Baku after more than four years of internal exile in his native village Keleki (Nakhichevan). Elchibey has announced plans to run in the upcoming presidential election against the incumbent Haidar Aliev. The former president is the elected chairman of a coalition of opposition parties centered on the Popular Front and the Musavat Party. As president of the country in 1992-93, Elchibey relinquished office after the collapse of his Popular Front government, making room for Aliev — also from Nakhichevan — to return to power.
