COMMUNISTS DO WELL IN SINGLE-MANDATE CONSTITUENCIES.

Central Election Commission officials announced that the Communist party was "the clear leader" among affiliated candidates in voting for the 225 single-constituency seats in the new Duma. Although numerous incumbent Duma deputies have been reelected, the Commission said fewer independent (i.e., non-party affiliated) candidates had received mandates than was the case in the 1993 Duma elections. By contrast, leaders of parties that appear to have lost out in party list voting were able to capture seats in single-mandate constituencies, including retired Lt. General Aleksandr Lebed, Nikolai Ryzhkov, Svyatoslav Fedorov, Boris Fedorov, Stanislav Govorukhin, Yekaterina Lakhova, Vladimir Lysenko, and Konstantin Borovoy. (2)
