CORRUPTION OVERPOWERS POWER MINISTRIES.

The chief of the Federal SecurityService’s Department for Economic Intelligence, Lt. General Vladimir Tsekhanov, says that practically every second a senior official in Russia is involved in corrupt practices of one kind or another, often laundering their illegal income abroad. According to Tsekhanov, only in the Nice area on the French Cote d’Azur, corrupt Russian officials have bought approximately 200 villas. (4) But corruption seems to ravage some law enforcement agencies aswell. Internal Affairs Minister Anatoly Kulikov announced yesterday that he has dismissed 12 senior ministry officials, including four generals, as part of the "Clean Hands"anti-corruption investigation he has launched inside his ministry. Those dismissed include the Moscow region’s police chief, Gen. Valery Aksakov, and the head of the ministry’s Military Supplies Department, Gen. Vladimir Negodov. The latter was involved in selling the military supplies through a private arms sale company. (5)
