DUMA SEEKS COMPROMISE WITH YELTSIN ON FEDERATION COUNCIL´S FORMATION.

The chairman of the Duma´s committee for legislative and legal reform, Vladimir Isakov, says that the Duma´s majority partially accepts Boris Yeltsin´s concept of the formation of the upper house of parliament, the Federation Council, because the alternative would be to live without an upper house at all. Yeltsin wants each of the federation´s constituent republics and regions to appoint one representative of its executive branch and one of its legislative branch to the Federation Council. According to Isakov, however, the Duma will try to ensure that these representatives are elected, rather than appointed. (7)
