Security Council secretary and presidential envoy in Chechnya Oleg Lobov reported to Boris Yeltsin in Sochi said that Chechen disarmament is proceeding very slowly. However Chechen representatives said that they have fulfilled their obligations, but that Russia refuses to present its plans for the withdrawal of its troops from the Chechnya. The Russian commander-in-chief in Chechnya, Lt. General Anatoly Romanov, announced that he has thus far withdrawn about 8,000 of his troops, and has begun this week to pull out the division of MVD troops. Nationalities Minister and chief Russian negotiator for Chechnya, Vyacheslav Mikhailov, said that one way to a political settlement in Chechnya would be the organization of a roundtable between the main Chechen political groups: president Dzhokhar Dudayev and his supporters, Umar Avturkhanov’s committee for national accord, Salambek Khadjiev’s Grozny administration, former Russian Supreme Soviet chairman Ruslan Khasbulatov’s group, and possibly the Soviet-era Chechen-Ingush ASSR’s leader Doku Zavgayev’s supporters.
