RUSSIA PROTESTS ALLEGED UN SECRETARIAT-NATO SECRET UNDERSTANDING

. Russian foreign ministry spokesman Grigorii Karasin told a Moscow briefing September 12 that the ministry has heard of a secret memorandum of understanding between "the UN" (Karasin did not name the Secretariat, but appeared to mean that) and NATO, renouncing the "two-key" principle in Bosnia and thus allowing NATO a discretionary latitude of military action in Bosnia. The two-key principle requires UN approval of any NATO strikes. Karasin termed the alleged memorandum "shameful" and announced that Russia "can not tolerate it." Russia’s UN ambassador Sergei Lavrov has been ordered to "sharply raise" the issue.
