MVD BLAMES DUMA FOR ENCOURAGING FINANCIAL PYRAMID SCHEMES.

The deputy chief of the Ministry of Internal Affairs’ (MVD) administration for economic crimes, Konstantin Shapenkov, said that the Duma’s reluctance to adopt MVD-sponsored amendments to banking legislation is allowing Duma deputy Sergei Mavrodi and others responsible for financial pyramid schemes to evade prosecution and responsibility for their actions. Shapenkov said that his agency introduced a bill in the Duma to allow police to arrest suspected pyramid scheme operators immediately after complaints are filed against them, rather than having to wait until they are convicted by a court. He added that this problem is significant for political, as well as economic, reasons; there are several million deceived shareholders in Russia, which make up a strong and aggressive political force. 8
