PARLIAMENT PREPARED TO COMPROMISE ON ELECTION LAW.

Duma legislative committee chairman Vladimir Isakov told Russiantelevision August 28 that the Russian parliament is now readyto compromise with President Yeltsin on the terms of the lawgoverning the selection of the Federation Council. Yeltsin vetoedthat measure last month because he said the constitution gavehim the right to form the upper house from regional administratorsthat he had appointed. Both houses of the parliament had backedelection as the means for filling that body, but now Isakov saidthat a compromise variant will mandate filling the upper houseby both election and appointment. He did not specify just howthe two would be combined.
