LUZHKOV, SOBCHAK PREPARE FOR ELECTIONS.

Moscow mayor YuriLuzhkov has established a special television channel which hewill control, in order to help him win election to the positionhe was appointed to in 1993, Kommersant-Daily reportedJuly 20. In another move that may affect his election chances,Luzhkov’s office announced that Moscow will have its own privatizationscheme in place by September, Russian radio said July 21. Meanwhile,the mayor of Saint Petersburg, Anatoly Sobchak, told Kommersant-DailyJuly 22 that he will run for reelection as an independent,but will vote for Prime Minister Viktor Chernomyrdin’s "Russiais Our Home" electoral bloc.
