Talks on implementing a Kosovo peace plan collapsed today. NATO officials accused Yugoslavia of having put forth troop withdrawal proposals which would not ensure the safety of returning refugees. The alliance has “no alternative but to continue and intensify the air campaign until such time as the Yugoslavs are prepared to implement the agreement fully and without ambiguity,” said Lieutenant General Michael Jackson, the commander of NATO troops in Macedonia. NATO said that the alliance and Yugoslav officials would resume lower-level “liaison” talks in Macedonia today (AP, CNN June 7).
