MERI BACKS UKRAINE, MOLDOVA FOR COUNCIL OF EUROPE.

In a speech to the Council of Europe Parliamentary Assembly April 15, Estonian President Lennart Meri said that Ukraine and Moldova should soon be able to join the Council of Europe, according to a text released by his office. He held out little hope that Russia could do so anytime soon. Meri also suggested that the debate on NATO expansion was backwards. NATO had “overlapped the Zone of Shared Western Values during the Cold War” and therefore should do the same now. Thus, “rather than asking why NATO should enlarge, we ought to be thinking about why it is imperative to Western civilization that it does.”
