Yeltsin’s effort to create atwo-bloc electoral system recalls Gorbachev’s efforts to formalize thereformer-conservative split within the communist party, the paper said.Fortunately, this flawed organization coupled with the basic intelligence ofthe Russian people will not work; instead, Nezavisimaya gazeta said it willwork to the benefit of independent political leaders such as GrigoryYavlinsky.
