In remarks that may point to which officials he will decide to remove, President Boris Yeltsin sharply criticized the Federal Security Service, the interior ministry and Russian military intelligence for failing to prevent the Chechen raid on Budennovsk, Moscow television reported June 22. Yeltsin stopped short of naming the heads of these agencies, however. Meanwhile, defense minister Pavel Grachev did denounce his colleagues arguing that the army could have carried out the operation in Budennovsk far more successfully and suggesting that all special task forces and armed groups be subordinated to the army’s general staff and hence to him.
