YELTSIN, GRACHEV DENOUNCE SECURITY SERVICES.
Publication: Monitor Volume: 1 Issue: 38

Meanwhile, defense minister Pavel Grachev did denounce his colleagues arguing that the army could have carried out the operation in Budennovsk far more successfully and suggesting that all special task forces and armed groups be subordinated to the army’s general staff and hence to him.
