A NEW CAPITAL FOR RUSSIA?

A recent scholarly conference"On the Social, Economic and Political Aspects of TransferringRussia’s Capital from Moscow" backed the idea of moving thecountry’s political center to Novosibirsk, Kontinent (no.32) reported. Part of the reason regional leaders want to movethe capital out of Moscow is that they believe it is the onlyway to break the power of the bureaucracy there and to ensurea more equitable distribution of wealth throughout the country.
