ALEKSANDR LEBED

, who finished third in the 1996 presidential elections, may run for governor in Krasnoyarsk Krai in eastern Siberia. Krasnoyarsk is a fairly developed region, rich in resources, where Lebed’s supporters did well in legislative races last December. The governorship would give Lebed an automatic seat in the Federation Council (the upper house of Russia’s parliament), where he could speak out on national issues and build alliances with other regional figures. Lebed’s brother is governor in the neighboring Khakassia Republic.
