Meeting in Vilnius yesterday, the prime ministers of Estonia, Latvia, and Lithuania issued a joint statement of concern regarding a possible increase in Russian force deployments near the Baltic states, following the Clinton administration’s recent concessions to Russia on amending the Conventional Forces in Europe treaty. The prime ministers said that this issue, along with that of accession to NATO as the sole effective guarantee of Baltic independence, will be raised by the three Baltic presidents in their talks with president Bill Clinton in Washington June 25.
