Belarus will comply with all of its CFE commitments regardless of what Russia does, Belarusian foreign minister Uladzimir Syanko told a news conference yesterday. In Minsk last week, Russian defense minister Pavel Grachev said that Moscow may suspend its compliance with arms control agreements with the West if NATO expands eastward. (Interfax, December 9 and 14) Belarus had cut short its fulfillment of CFE obligations earlier this year, officially for lack of funds, but has since resumed and is now completing the arms-scrapping program.
