BREAKTHROUGH IN KURIL ISLAND FISHING TALKS?

Government sources in Tokyo suggested on July 18 that Russian and Japanese negotiators have managed to resolve some of their differences on sovereignty issues in talks aimed at regulating fishing around the disputed Kuril Islands. (Kyodo, July 18) The talks, which were launched in March of 1995, are to resume later this year. Tensions between Tokyo and Moscow flared late last month when Russian border guards fired on Japanese boats fishing the disputed waters.
