Presidential spokesman Sergei Yastrzhembsky called India’s atomic tests “a violation of the fabric of international agreements.” But Foreign Minister Yevgeny Primakov’s spokesman says sanctions won’t work: “Pressure … does not bring about desirable results.” And former Atomic Energy Minister Viktor Mikhailov said the tests should not affect Russia’s civilian nuclear cooperation with India. The two countries were about to sign a final agreement for the construction in India of two light-water reactors when the tests occurred.
