Speaking at a joint meeting of the presidential administration and the Central Electoral Commission, the Commission’s chairman Nikolai Ryabov said that he is worried about the conduct of the elections, because his organization is not ready for them. Ryabov admitted that he has been able to form district commissions in only 67 of Russia’s 225 electoral districts, and that he has only ten days to set up the rest. The government, according to Ryabov, has allotted 280 billion rubles for the elections, Russia’s Radio reported September 6.
