CFR TREATY UNDERMINES UKRAINIAN SECURITY, OFFICIAL SAYS.

Inthe June 15 Vseukrainskiye vedomosti, Ukrainian militaryobserver G. Nikolayev argues that the limits imposed by the ConventionalForces in Europe Treaty mean that Ukraine "cannot take careof its national security because it is not entitled to deploytroops at its own discretion." Russian officials have repeatedlycomplained about CFR limitations. This is one of the first Ukrainiancomplaints and suggests that Kiev might support Russian effortsto modify the treaty next year. Nikolayev notes that under theterms of the CFR accord, Ukraine has to maintain too many troopsnear its Western neighbors and also lacks the ability to shiftforces as needed.
