CHERNOMYRDIN CALLS FOR CHANGES IN TAX SYSTEM.

Prime Minister Viktor Chernomyrdin admits Russia has an illogical and unwise tax system which amounts to "a system of requisitions." He said his "Russia is Our Home" movement is planning drastic changes in the tax system and its philosophy. The changes would seek to encourage growth and make it more profitable for businessmen to pay taxes, than conceal revenues and join the shadow economy. (11)

The 1996 state budget says better collection of taxes is a priority. Some government officials have said that revenues from tax collection should reach 15 percent of gross domestic product. The prime minister, who leads an electoral bloc running hard for the Duma, did not say whether he favored the Flat Tax.
