The Russian Duma broke yesterday for its summer recess. It will resume work on September 1. First Deputy Premier Anatoly Chubais mocked the Duma’s failure to approve the government’s revised budget or its social welfare cuts, and stressed that the government will press ahead regardless. Chubais insisted the government will meet its pledge to pay all back pensions by June 30 but said that, unless the government carries out its plans to cut spending in proportion to the tax shortfall, "arrears will start to pile up again on July 1."
