Hoping to keep up the pressure onMoscow to find a peaceful solution to the Chechen war, the EuropeanUnion decided not to lift its hold on a trade agreement with Moscow.According to a widely covered meeting of the Union’s foreign ministers,the Europeans were divided on this step, especially because they agreedto help Ukraine close the Chernobyl reactor, and thus saw a denial ofaid to Russia as being potentially offensive to Moscow. As a result,Moscow may get a green light on the agreement when the European Unionforeign ministers meet again June 12.
