Former PM Yevgeny Primakov; Moscow’s Mayor Yuri Luzhkov; Vladimir Yakovlev, the governor of St. Petersburg; and Mintimer Shaimiev, president of the Republic of Tatarstan, lead this powerful non-communist coalition. Polls show that Primakov is the most trusted politician in the country, and Luzhkov carried his last election in Moscow with over 90 percent of the vote. Shaimiev, the founder of All Russia, is one of the few Muslims in the leadership of any national party. Sixty-three of seventy-nine regional organizations of the Agrarian Party last week voted to end their alliance with the Communists and join the Fatherland-All Russia coalition.
