Defense Minister Grachev and Defense Secretary Perry have agreed to reschedule joint US-Russian military exercises, which will now begin in Kansas on October 23. Last month, Russia suspended preparations for the exercise in reaction to NATO air strikes on Bosnian Serb positions. (4)

The Russian military alternates between using participation or non-participation in exercises as a carrot or a stick in dealing with the U.S. The on-again, off-again joint exercise now will take place the same day as the summit between Presidents Boris Yeltsin and Bill Clinton in New York. This meeting is the likely venue to announce any agreement on the Bosnia peace force. The Russian leadership probably has already drafted its acceptance announcement, at least "in principle. " But they probably also will continue to feign the opposite, so as to exact the highest price possible for doing so.
