President Yeltsin has named Yuri Yarov as deputy head of the presidential administration. Yarov will leave his post of first deputy premier to coordinate the team of Yeltsin’s presidential advisers. (Interfax, July 24) Yeltsin is said to be leaning toward the choice of a banker — Vladimir Potanin, presently chairman of ONEKSIM Bank — for the key post of first deputy premier in charge of the economy. Originally, Aleksandr Shokhin was tipped for this post, but his party, "Russia is Our Home", believes his role as deputy speaker of the Duma is too important for him to leave it.
