LATVIA ISSUES ID CARDS TO NON-CITIZENS.

Latvian permanentresidents who are not citizens of the country may now obtain specialnon-citizen identification documents, BNS reported July 31. Validfor no more than three years, the new cards can be used as traveldocuments and for identification. Approximately 20% of the country’s2.5 million people qualify for the cards.
