LUZHKOV DENIES ANY INTEREST IN HIGHER OFFICE.

Moscow mayorYuri Luzhkov told Rossiiskaya gazeta August 29 that he does notwant to run for president or prime minister but will run for electionas mayor in 1996. Luzhkov said he would vote for Chernomyrdin’s"Russia is Our Home" bloc. In other comments, Luzhkovsaid that crime was on the rise in his city despite his havinggiven 20 percent of the capital’s new apartments last year tothe local police. And he said that Moscow would continue to insistthat anyone trying to move to Moscow get official permission,even though the Russian Constitutional Court has ruled that residencepermits are unconstitutional.
