Many employers of labor from foreign countries failto pay their workers enough to allow them to return to their homelandsafter they are discharged, Moskovsky komsomolets reported August29. As a result, many of these workers simply remain in Russiancities as a burden to the state. To prevent this from happeningin the future, the Federal Migration Service plans to ask allfirms employing foreign workers to provide a letter of creditthat could be used to send the workers back to their homelandsafter being discharged.
