Faced with a choice between sacrificing strategic forces to build conventional strength and professionalism, or making deep cuts in ground forces to modernize strategic capabilities, Putin chose not to choose. He may want to learn more about U.S. plans for a national missile defense system before he commits resources in one direction or the other.
