Russia severely restricts the amount of Tengiz oil it will allow in its pipeline system while an international consortium tries to work out the financing for a new line that would take Tengiz oil through Russia to international markets. But those negotiations are now in their seventh year with no end in sight. Routes outside Russia to non-Russian markets look more and more attractive, despite the high initial expense.
