MODEST SUCCESS FOR KREMLIN IN LOCAL ELECTIONS.

The gubernatorial elections held on October 27 in six Russian regions were only modestly successful for the Yeltsin government, which is keen to see Yeltsin-appointed incumbents reelected. Incumbents were reelected in only two of the six regions — Chita oblast and the Khanty-Mnsi Autonomous okrug. Three regions (Stavropol krai, Kaluga oblast and the Aga-Buryat Autonomous okrug) will have to hold runoff elections because no clear winner emerged. In Krasnodar krai, the election was invalidated by low voter turnout and will have to be held again in three months time. (RTR, October 28)
