Nikolai Uporov, the chief of the Moscow regional administration for fighting organized crime, told Ekho radio June 13 that native Muscovites dominated 20 of the 34 organized major criminal groups in the Russian capital, that seven were dominated by Russians from other regions, and that only seven were what he described as “ethnic.” These statistics undercut Moscow’s claims and widespread Russian beliefs that the North Caucasians dominate crime there.
