New interiorminister Anatoly Kulikov said he is working on a special programto counter terrorism in Russia, but he told Russian media thathis immediate priority was service in the Chechen peace talks.(Replacing Kulikov as commander of internal troops is Gen. AnatolyRomanov.) The new deputy director of the Foreign IntelligenceService Viktor Yerin will be responsible for coordinating Moscow’sefforts to promote international efforts at fighting organizedcrime, the FIS spokesman said. Meanwhile, the new nationalitiesminister Vyacheslav Mikhail told Segodnya July 7 that hewould continue the work of his predecessor but would press harderfor agreements between Moscow and all of Russia’s regions. Thatwould appear to be a slight modification in Moscow’s approachgiven the Russian government’s recent opposition to Duma ratificationof an accord with Kaliningrad.
