NEW RUSSIAN SPECIAL FORCES?

As part of Russia’s impending military reform, two top defense officials have proposed unifying the country’s special purpose forces under one command. As described by Airborne Forces commander Gen. Georgy Shpak and Defense Council secretary Yury Baturin, the new command would include troops from Russia’s Airborne Forces, the Interior Ministry, and the Federal Security Service. (Moscow TV, July 10) The leaders of Russia’s other "power" structures have generally resisted the Defense Ministry’s efforts to consolidate the country’s wide array of military forces.
