At the tenth congress of the cities of northern Russian, the ethnic communities living in Russia’s arctic regions have called on Moscow to set up a special ministry of the north, Russian television reported June 13. The congress chairman said that Moscow had failed to help the north and that “to live [there] has become impossible.”
