The latest round of talks between Russia and Ukraine on the transfer of the 40 Soviet strategic bombers inherited by Ukraine ended yesterday in Moscow without an agreement. A Russian Air Force spokesman said that the two sides could not agree on the planes’ value. Russian Air Force chief Petr Deinekin called the offer to buy the planes "a gesture of goodwill" and claimed that Russia was not particularly interested in them. (Interfax, March 26)
