RUSSIA TO BUILD CIS HEADQUARTERS IN MOSCOW.

Officially in Minsk since it was founded, the headquarters of the CIS will move into a new center to be built in Moscow from 1996 to 1998 by the Russian government, which announced the decision yesterday. The decision formalizes Russia’s predominance in the organization, dropping the pretense of equal relations which the earlier choice of Minsk had sought to convey. (Interfax, March 27)
