RUSSIAN GOVERNMENT REDEFINES STATE SECRETS.

Publication: Monitor Volume: 1 Issue: 91

According to the new classification rules, all secret documents in Russia will have one of three secrecy classifications: the first, for extraordinarily sensitive information, roughly equal to the US "Cosmic" secret; the second, for "absolutely secret" information; and the third, for simply secret information. Information of the first category concerns the interests of the Russian state in one of the following areas: military, foreign policy, economic, scientific, or intelligence activity. Information of the second category includes data which, if disclosed, might be harmful to more than one government agency or economic sector. The third category covers all other types of secret and sensitive information. The list of state secrets will be forwarded by the government to the services concerned, and will be revised every five years. (9)
