, a commander of Chechen forces in the 1994-1996 war with Russia, that his forces were responsible. Raduev, who has been thoroughly disavowed by Chechnya’s authorities, appealed to Moslems to wage a holy war, called Shevardnadze a "Russian agent," and said that forces seeking to purge the Caucasus of Russian influence had sentenced Shevardnadze to death. Raduev has frequently claimed responsibility for terrorist acts in Russia, but there is no evidence linking him to the assault in Georgia.
