Aleksandr Zdanovich, a Federal Security Serviceofficial, told Vek (no. 25) that one of the reasons that the government could not fight terrorism effectively is becauseYeltsin has reduced the budget of counterterrorist bodies, andhas taken away from the security services the special unitsneeded in this area. In other remarks, Zdanovich said that theFSS now had to pay for information because people would not provide it out of patriotism alone. He did claim some successesin the war against terrorism: in late 1994, the FSS discoveredand destroyed a cache of Chechen arms in Moscow.
