In a letter of reassurance that could hardly have been much comfort to any of those concerned, Security Council secretary Aleksandr Lebed told military leaders June 28 that there would be no more personnel changes within the high command until after the July 3 presidential election. (Interfax, June 28) Two days later, moreover, Lebed reportedly said that the "ouster of rogues" from the armed forces was underway and those still in their jobs will be dealt with by Russia’s new defense minister, also expected to be appointed after the election.
