* TEST: WHO’S IN CHARGE?

Not just NATO was surprised when a small Russian contingent in Bosnia abruptly abandoned its duties and high-tailed through Serbia to take the airport near Pristina, the capital of Kosovo. Russia’s new prime minister and professional foreign and defense ministers were caught off guard as well. President Boris Yeltsin may also have been out of the loop. Or he may have ordered the action–so obscure are Russia’s politics that either is plausible, and evidence may be cited both ways. The result of this confusion in leadership is that no one speaks for Russia. Lesson: Any Russian spokesman may be undercut, so none can be believed.
