U.S. NGO PROPOSES PEACE SETTLEMENT OUTLINE.

The June 21 issue of the Washington Post carried an outline for a proposed peace settlement for the conflict in Chechnya written by three former high-ranking U.S. officials, Zbigniew Brzezinski, Alexander M. Haig Jr. and Max Kampelman. The three former officials head up the American Committee for Peace in Chechnya. For his part, Ruslan Khasbulatov, a former speaker of the Russian parliament, aired his own program for bringing peace to Chechnya (Utro.ru, June 24), as did Khozh-Akhmed Nukhaev, a Chechen with ties to the Russian presidential administration (Ichkeria.org, June 19).
