Ukrainian authorities and the management of the Malyshev tank plant say no one authorized the export of tanks to Uganda. Yet there they are, sixty-two of them, offloaded from a Bulgarian freighter in Dar es Salaam for transport through Tanzania to the Ugandan army, which is fighting wars in the Congo and Sudan. But it’s a long way from Dar to Kampala. The tanks have not arrived, and ten are reported stuck on the road between Mityana and Masaka, in need of repair.
