Soviet-era, Soviet-built Tochka-U missile went astray in a test on April 20 and hit an apartment building in Brovary, near Kyiv, killing three. The missile troop commander, whom President Leonid Kuchma later relieved of his post, said that only “the will of God” kept the errant missile from hitting the Chernobyl nuclear reactor. The military tried to cover up the cause of the disaster, but the discovery of missile parts among the ruins of the building gave the game away.
