Ukrainian foreign minister Hennady Udovenko yesterday called for the creation of a nuclear-free zone in the Black Sea basin — "a very important region for Ukraine’s security." Udovenko was speaking on the eve of a meeting of foreign ministers of Black Sea Economic Cooperation Organization member countries. (Interfax-Ukraine, April 29) The implications for the security interests of Black Sea states and NATO would hinge on the geographic bounds of a denuclearized zone.
